Kaffee Schnufflers

In 1785 King Frederick II of Prussia established a special intelligence unit, known as the Kaffee Schnufflers, to track down and suppress illicit coffee houses and roasters. Although enjoyed by the elite, the King was concerned that coffee drinking undermined the effectiveness of his troops.  In contrast, good wholesome beer happened to be a major source of government revenue.
